RULES & REGULATIONS  -  JULY 2009

  1. Matches start times are 8.00am, 8.30am or 10.00 am, depending on advice from HOME Clubs.

  2. If a team is unable to commence play 15 minutes after advised start time, they forfeit the first set.

  3. All team members must be present within 30 minutes from the advised start time.  If only three (3) players are present, they play but must forfeit the No. 2 Doubles and No. 4 Singles.   They cannot win the match but are awarded points for any sets won.  They must notify the opposing club prior to Saturday wherever possible or they may incur a fine.  Three Players only does not constitute a match forfeit.

  4. Any Club unable to field a team must advise the opposing club prior to 7.45 am on that Saturday morning or preferably on the Friday evening.

  5. In the event of wet weather, all players must be present and wait until both captains or the supervisor agree that the match cannot be completed.  Score sheet must be completed and entered into the online system.

  6. In the event of a “Heat Out” the supervisor of the centre or the captains must phone 1196 to obtain the current temperature. The match MUST be called off when the advised temperature reaches 35o.   Score sheet to be completed and entered into the online system.

  7. All members of teams must be 17 years of age or under at the conclusion of the current season.  Any player found to be over age will have points deducted for any sets won.

  8. All matches are decided on GAMES.  If games are equal then the match is decided on sets.  If games and sets are equal, the match is declared a draw.   See Rule 20 for exceptions relative to finals matches.

  9. Matches should cease a 12 noon (except finals) unless agreed by the captains/supervisor prior to the commencement of the match.  If the match ceased and one team cannot lose, then they will be awarded the win.  If a result cannot be determined, the match will be considered to be a draw.

  10. SCORE SHEETS:   The HOME team must pass the sheets to the supervisor of the centre for entry into the online system.   Those clubs not using the online system MUST have the score sheets to the Record Secretary by no later than Tuesday evening.   If the result sheet is not received by the Record Secretary or entered into the system in a timely manner, (by Wednesday latest) the points will be awarded to the away team.  From JANUARY 2010, online entry will be compulsory.

  11. Clubs should have a supervisor in attendance.   The supervisor must sign the score sheets and note any breaches of the rules on the back of the sheet.   Where any breaches occur the score sheet must be entered into the online system and the sheet mailed to the Record Secretary with an explanation of the breach of rules.

  12. All home teams must supply a score sheet and good used balls.  Away teams should complete their own copy of the score sheet for the Clubs records.

  13. Players are expected to wear correct tennis attire.  Acceptable shorts and shirts for the boys and skirts/shorts/dresses for the girls.  Correct shoes must be worn especially on en-tout-cas courts.  Clubs can request to view the shoes and if they are not the correct ones refuse to let the players on the courts.

  14. ORDER OF MERIT:  Regardless of the section, all players are to play in order of merit.   Fines and loss of points will be incurred if this is not adhered to after week 3 of a season.  If a change of order is required after week 3 it must be approved by the Committee.

  15. Sections 1 – 5 inclusive, Boys and Girls, play a 12 point tie-break set at 6-all if required.   All other sections play a straight six game set, i.e. first to 6.

  16. Hit-Ups are limited to 3 minutes for the first set only.  No further hit-ups are to take place.

  17. Prior to the commencement of the match, the CAPTAINS of the teams must complete the score sheet with doubles pairs and singles listed in order.  Surnames must be included.   The score sheet cannot be changed at any time during the match. 

  18. The HOME club Supervisor(s) is to ensure that no adults or others interfere with play, i.e. no line calling or coaching from outside the court area.   No adults are to enter the playing area during the course of a match.  Should the Supervisor note any interference the player from that team will receive a warning and if a second incident occurs, the player will be forfeited.  A report will then be submitted by the Club Secretary along with a copy of the score sheet to the committee of the association for investigation.

  19. POINTS:  Teams receive 4 points for a win plus 1 point for each set won.   Nil points for a Bye.  In the event of a washout or heat out, points will be awarded for any sets completed and the 4 points for a win will be split between the two teams.

  20. FINALS:   There are no draws in the finals.  Where games and sets are equal at the conclusion of the match, one doubles set will be played.  Any two team players can be nominated to play this doubles.   The doubles match will consist of a 6 game set, tie-break at 6-all for Sections 1-5 and a straight 6 game set for all other sections.   This will give a decision on the match.

  21. If a team has 5 or 6 players who have played the season in that team, they can all play in the finals.   Each player must have played 4 matches during the season to be eligible for finals.

  22. ELIGIBILITY FOR FINALS:  Players must have played at least 4 matches during season with that team or a lower graded team within their Club.  Once 3 matches have been played by a player in a higher team, they cannot drop back into their originally nominated team.  Where a club has two teams in the one section, the Number 1 team or the A Team is considered to be the higher ranked team.   Players from that team cannot drop down into the Number 2 or B team but players from the Number 2 or B team can play up in the Number 1 team.

  23. Balls in Finals:  each team must supply four good used balls for finals along with a score sheet.

  24. Order of Play for Finals:    

  25. Semi-Finals:  Team 1 plays Team 2 with the winner going straight into the Grand Final.   Team 3 plays Team 4 with the loser being eliminated from the finals series.
    Preliminary Finals:   The loser of Teams 1 and 2 will play the winner of Teams 3 and 4.  The loser of this match is eliminated and the winner goes to the Grand Final.
    Grand Final:  Winning team from Semi-Finals 1 x 2 plays the winner of the Preliminary Final.   Both teams will receive trophies at a presentation held immediately after the Grand Final at a venue to be advised.

  26. Any Club who fails to have a delegate at a notified meeting of the Association or who does not submit an apology may be subject to a fine.

  27. Clubs owing money at the end of any season will be subject to the Committee’s acceptance of teams for the following season.

If the Supervisor has need to terminate a match because of interference, a detailed written report outlining events which lead up to the issuing of a warning and the subsequent termination of the match is to be attached to and forwarded WITH the score sheet to the President of the Association.   The Association Executive will then investigate the incident(s) and deal with such appropriately.
